Every mechanism in the registry is somebody’s decision, made from a seat with a specific view. These are the seats: what each one decides, what is structurally invisible from it, what it is measured on, and what it could do differently.

Finance, leadership and the people function: the layer that authorises headcount, fixes bands and writes the rules the funnel executes. Never meets a candidate.

The person the role reports to, and the panel they convene. Sets the bar, owns the outcome, and is doing this alongside the work the role exists to absorb.

Regulators, labour law, and the conventions the market copies from itself. Sets the outer bounds and moves on a timescale no individual process can wait for.
