*What to notice* Seven seconds is not a judgement of a career. It is what a queue of 640 does to attention, whoever is holding it.

- **What it means from there:** Silence has no field to read. An application that was never opened and one that was read and declined produce the same inbox.
- **What happens next:** Records the submission date and the date of the last message, and keeps other processes running rather than waiting on the queue.

### ATS vendor

- **What reaches them:** Records that are created and never opened, and the age of each one against an expiry threshold that ships enabled.
- **What it means from there:** An unreviewed application at the threshold is a housekeeping state, not a decision. Whether the queue was longer than the hours available is not a value in the record.
- **What happens next:** Closes the record at the configured age and sends whatever the customer's template sends at that event.

- Does not mean recruiter is individually negligent; reflects structural capacity mismatch.
